Duarte CPRA Request Steps

The California Public Records Act is codified in Government Code Division 10, sections 7920.000 through 7931.000. Government Code section 7922.535 gives an agency 10 days to determine whether it has disclosable public records responsive to a request, with a possible 14-day extension in unusual circumstances. Agencies may charge direct duplication costs, and special extraction or programming costs can apply in limited cases.

  1. Identify the exact custodian, such as the Duarte City Clerk, RR/CC, Assessor, court, sheriff, or state agency.
  2. Describe records by date range, subject, address, case number, parcel number, document type, or office action.
  3. Use the office's portal, form, mail path, or counter process before sending a broad request.
  4. Pay copy, certification, search, or processing fees only through the official custodian channel.
  5. If the agency withholds records, ask for the exemption and narrow the request when that can produce disclosable records.

Lawful use. Duarte public records may be used for personal, family, civic, property, safety, and historical research. Misuse for stalking, threats, or harassment can create legal risk.


Duarte City Public Records

The City of Duarte public records path is narrower than the county system but important for local civic files. The City Clerk is the custodian for city records and the city identifies ordinances, resolutions, agendas, minutes, agreements, election-related documents, campaign disclosure filings, Statements of Economic Interest, and other municipal records as city-held categories. These records can name applicants, speakers, commissioners, committee members, campaign filers, contractors, and public officials.

Use the city request form when the record was created by the city council, city manager, city clerk, or another city department. Fire incident, EMS, and hazardous-material records do not stay with the city clerk in the same way; Duarte directs those requests to Los Angeles County Fire Department. Sheriff reports also follow the county-contract law-enforcement path through Temple Station, the Duarte Sub-Station, or LASD records contacts.

Note: A city public records request should identify the local file sought, not ask the city for county recorder or court records.


Duarte Recorder Index Limits

The Los Angeles County RR/CC is the most unusual part of the Duarte public records system. It records and maintains county real-estate records since 1851, but it does not publish a public internet index for those records. The office says records are organized in alphabetical indexes by name and year recorded. Records from 1851 through 1957 are reviewed on the lower level at Norwalk Headquarters, while records from 1958 forward are on the second floor.

Before using the recorder, check the official real-estate records access page and the RR/CC copy fee pages. Certified real-estate copies are $6 for the first page and $3 for each additional page. Plain copies are $5 for the first page and $3 for each additional page. A mail request search is $0.50 per name per year, with a $1 minimum and a nonrefundable search fee.

Duarte Assessor And Court Records

The Los Angeles County Assessor Portal searches by AIN or address, with map search and legal search paths. It is a public records tool for parcels, assessment facts, land information, and map context. It is not an online owner-name search. The county FAQ says owner-name searching is not available online, although owner information is available in person from assessor district offices and through data products.

Los Angeles Superior Court public records are richer online, but not unlimited. The civil, small-claims, family-law, and probate name search returns litigant names, case type, filing date, filing location, and image-count information. The criminal defendant-name search returns case number, defendant name, filing date, and filing location, but excludes traffic and other infractions. Juvenile, sealed, adoption, and protected documents are not open through ordinary remote search.

Duarte Public Records Before Incorporation

Duarte incorporated in 1957, so older public records often predate the modern city office. A 19th-century or early 20th-century Duarte search may require Los Angeles County deed books, rancho land terms, court probate records, tax or assessor clues, city and street directories, newspapers, and nearby city labels. Rancho Azusa de Duarte began with the 1841 land grant, and the 1858 survey helps explain why older boundaries and lot descriptions may not match modern city lines.

For a historical public records search, combine the county recorder's records since 1851 with FamilySearch Los Angeles County deed records from 1854 through 1920 and LAPL directory holdings. The official county record may still exist even when the online path does not. The challenge is selecting the access channel that fits the age and record type.


Duarte Vital And Safety Records

Vital records require eligibility checks. The Los Angeles County birth, death, and marriage application shows the county path for copies, while CDPH handles statewide vital-record functions. Authorized certified birth copies cost $34, death copies cost $26, and public or confidential marriage copies cost $19 through Los Angeles County. VitalChek may add handling fees for online orders.

Duarte Records Privacy Rules

California privacy law affects both official public records and commercial data. The CCPA, as amended by the CPRA, gives California residents rights to know, delete, correct, opt out of sale or sharing, limit sensitive personal information, and avoid discriminatory treatment for exercising those rights. Safe at Home supplies substitute address protection for eligible participants. Voter confidentiality statutes protect certain voters and officials.

The CPPA data broker registry and DROP tool became available for residents to submit deletion requests to active registered brokers on January 1, 2026. Brokers must begin processing those requests on August 1, 2026, subject to exceptions.
